All registered voters are once again called upon to exercise their democratic right of voting during the forthcoming Presidential and National Assembly elections scheduled for 13th November 2019 at foreign missions.

In order to accord equal opportunity to all eligible voters, provision is made for sea-going personnel and voters abroad to cast their votes on 13 November 2019 at Walvis Bay, Luderitz, Oranjemund and at Namibian foreign missions respectively where polling stations are established in terms of Section 64 (2) (a-c) of the Electoral Act, (Act No. 5 of 2014). The Namibian Defence Force (NDF) and the Namibian Police security personnel who will be performing duties on 27th of November 2019 will also cast their votes on 13th November 2019.

All fixed polling stations will be open from 07h00 till 2lh00. Voting times for mobile polling stations will be announced accordingly.

Presidential Election

In accordance with article 28(2) of the Namibian Constitution, the Namibian President is elected by direct, tmiversal and equal suffrage. The plmality system is used for the Presidential elections, whereby the winning candidate has to obtain more than fifty (50) percent of the votes cast. Where no candidate received more than fifty (50) percent of the votes, a second ballot shall be conducted in which the two (2) candidates who have received the most votes in the previous ballot shall participate and the candidate who received the most votes in the second ballot shall be duly elected.

National Assembly election

The proportional representation electoral system is used during these elections, based on a pruty list. Each contesting political party must submit a list of at least thirty-two (32) but not more than ninety-six (96) nominated prospective Members of Parliament. The total number of valid votes cast in the election shall be divided by ninety-six (96) and the result, shall constitute the quota of valid votes per seat. The total number of votes cast in favour of a registered political pru1y shall be divided by the quota of votes per seat and the result shall, constitute the number of seats to which that political party shall be entitled in the National Assembly. The Electronic Voting Machine (EVM) will be used during the Presidential and National Assembly Elections. The EVM is easy to use since the voter is required to press only two buttons: the green button that corresponds to the party or cru1didate of his/her choice and the red button to confirm that choice.

Remember to take along your voters' card to the polling station in order for you to be allowed to cast your vote.
